As I discovered yesterday there is a new huge bug in Civil 3D 2013. The surface tables are not updating following the change of the surface data.
The only way to make them update is to either delete and recreate the table – back to LDD 
– , or as in the screencast below where the issue is shown, to pretend of inserting the table and cancelling before insertion.
